Fears of a government shutdown tapered off over the weekend, but as The Journal’s Jacob Gershman reports, the governor and lawmakers remain at odds over how to close Albany’s massive budget gap. One particular point of contention: Gov. Paterson’s proposed penny-per-ounce tax on sugary beverages, which would raise an estimated $815 million a year.
